Healing reduction isn't overrated vs fiora. It's just that her healing isn't an issue in the first 5 levels really. But that is still the time when you gotta get the item so that you can shut her down when she hits six in lane.

The best way to counter healing is have more damage, if you deal a lot of damage, she can't heal enough, but in this case she is fiora and fiora is xd
