When you see a light blue bar (don't confuse it with the grey one) charging up under the name of the boss you just need to press shock strike before the bar is full, when you do that, the bar will stop and the writing "interrupted" will appear. To do it properly remember to set shock strike to manual instead of auto.
The max amount you can get in the game? i have no idea, the max amount advised for the build? 30-35% for both Crit and Determination but consider that you can't get up to those % of determination before CC1
Even if i put legendary evasion or block since I didn't invest at all into them (the stats) they will still be low so I'd rather boost that stat that I invested into as much as possible even by using rare moves
