Or you do the opposite for a lighter fluffier cake, you put your flour (cement) through a sifter in which adds air, thus making it less dense but a fluffier cake. Although cement typically wants to be harder, although again... air can provide other interesting properties that can be useful for other projects, but typically getting the air out is what one wants. really cement layers are cooks. lol
Basically how I was taught ( I never had to go back to patch ) you vibrate for about 2-4 seconds depending on the pour. The best place to vibrate is right next to the rebar or cable never on it. And basically how the video describes it is it get the air pockets surfaced and level up correctly to the form.that way it evens out correctly with no sinks.
