From my understanding because ichigo doesn’t have a dream and alll he wants to do is protect his friends unlike naruto and luffy that actually have dreams and are progressing aside from wanting to protect. Something bleach was rinse and repeat with the arcs, ichigo gets stronger to protect/save his friends. That’s what I think but I love bleach either way.
