Rebar mesh has to be just under the top of concrete. And sufficient curing time. And it will free stand. Logic of it is on free standing concrete work mesh Rebar the lower it is in time it will fold. All free standing concrete should also be well vibrated to take the air out of it and your not left with honeycomb pockets.

It's wrong. Main reinforcement should be bottom and distribution rods should be top. I mean short rod will be bottom and long rod will be too. But here you are going riverse direction...
I understand that the table is made like a console. For normal operation of the console, reinforcement of the upper zone of the plate is necessary. Without this reinforcement, sooner or later, cracks will appear and the table will need to be redone - this is inevitable! HALTURE!
They will fix granite top over this concrete. Remove the bricks to fix granite sink. So it will look great after that.
Where is the final result ?? After the cement finish ??

Whenever there is an earthquake in certain countries in particular have you noticed all the rubble that they dig thru to hopefully rescue survivors? Very tragic but much could be prevented from proper building techniques. Rebar is good but concrete needs adequate vertical support as well. I’m guessing what appears to be slate of wood at bottom of form will remain in place and after concrete cures the vertical form sticks/legs are removed. There is probably a ledger at wall to support boards under concrete but that span seems too long without additional vertical partitions. Perhaps some type of cabinetry gets built in place underneath but why not do this prior to pour?
