It must be noted that while many Japanese-born players had come state-side before 2001, the only ones to play in MLB were pitchers. Ichiro was the first Japanese-born position player in MLB history.
He opened that door so others like Hideki Matsui, Kenji Johjima, and now Ohtani (and others) could come play and hit.

Just goes to show IBBs are really more about setting up the double play than anything the hitter can do.
