Panda, yes you can modify horns on a car. I worked at a shop, and a guy called and asked if we could put "an aaaauuuuuugaaaah horn on his Smart Car". Its a tiny ass car, google it. We were able to cut the wires off the regular horn, and install and rewire the new horn. It was insanely loud
