I have a few sets of 1964 proof coins from the Philadelphia mint .it has a note inside that says so.. They are packed in brown envelopes. I noticed the nickels have the same look as the one in your set.

Do you know that I have a piece of 64 that is distinguished by the letter D and the letter C? Many things. When you approach it, there is a letter X on its forehead.

1964 nickels don't have San Francisco struck they have the special mint struck but they had the estimate the SMS but not the proof struck
