I am amazed that the newscaster in the helicopter, who stares at police cars all the day, can't tell the difference between a CHP unit and an LAPD unit. CHP has very distinct lighting, and markings. LAPD cars look nothing like it. All the cars at the airport were LAPD.

If the press starts covering the 91 Freeway from Riverside to Newport Beach 55 freeway, you will be impressed that every day you can see a lot of these drivers driving 100 to 130 on the Freeway
The police chopper was flying a racetrack pattern adjacent to the airport space. The news chopper was a considerably greater distance away and at a greater height to deconflict it with runway traffic. And the pilots or copilots are in constant communication with AC and TC.

Most cities do not have news helicopters. KTLA Channel 5 put their first helicopter in the air for Live Broadcasts in 1958. L.A. has 2-4- news helicopters in the air for much of the day and night, every day, weather permitting. Throw in

It was already out of LA jurisdiction; usually, they would turn it over to the CHP when it was on the freeway. The CHP has a lot more units and can better contain it. The watch commander was following the department's policy. So go back to your basement.

Police policies in California need to change for the times that we live in. California needs to look at how Arkansas and Texas handle these kinds of things. They don't drag on for hours they put them to an end real quick. Counties in California are going to start getting sued more when innocent people who are walking or driving get killed. All because of the lack of police policies not putting these chases to an end a lot quicker. However you have to do it do it deal with the aftermath later.
This really isn't California as you're thinking of it, it's in the LA\Orange County area which is much harder to contain because of the overwhelming amount of traffic. There are probably more cars in these two counties then there are cars in Arkansas AND Texas combined, especially during peak hours. Why do you think that the overwhelming majority of car chases are concentrated in this area?
