"I could say "elves" to him.
But it is not elves exactly, and I'd rather
He said it for himself"
Here the poet doesnt say to the neighbour that it is the work of " elves". It is given that he "could say". But he didnt say it. If he had said it, the neighbour would readily have agreed to it as he is quite traditional and believes in all these age-old beliefs.. as is the case with the dictum "good fences make good neighbours". But he wants the neighbour to say it for himself that it is the work of elves. Because the poet knows that it is not the work of elves exactly. Here the poet stands for modernity and the neighbour for tradition...
