For me, I use Aghs 1st if I want to catch multiple enemies at once, or for ones with escape. Harpoon for long range carries like Sniper or Drow. Hope this helps bro
I'm no Ar1ze, but I left this comment on a video he posted 5 days ago, answering a near-identical question: "Yes, when you are playing "core"/carry. If you are versus a Huskar, for example, and the Huskar is a counter to your carry (or you're the carry), you tend to want to go for EchoSabre into Harpoon, which, if you have your Empower maxed, cleares waves, boosts your ability to take stacks tremendously, and shreads Huskar, as he is vulnerable to physical damage, and your maxed out nukes barely tickle him after the laning stageanyway. Conversely, if your lineup is too magic damage focused, the enemy team will go for BKBs on their cores. Since you have to deal damage to them through BKB, you've got your RP to keep them in place and your Echo/Harpoon to deal around 200+ right click damage a pop, and that's only mid game. Another thing to consider is that if you're maxing Empower and you DO go for Harpoon, it gives you easy access to pick-off potential with Skewer. There are many other scenarios and you can replace "Huskar" with other heroes, it was just to give an example." Hope this helps.

Shockwave skewer for nuke bro only if you're confident that you can make easy kills. Most games just go empower skewer which is safer
