Why not just sort the selected individuals based on the fitness and take the top one? Why complicated tournament selection algorithm is applied? Is it because of better time complexity? And also for allowing same individuals to be selected more than once?

An individual with high fitness has high PROBABILITY of getting selected. Because if we just select the individual with best fitness, the algorithm becomes greedy algorithm and will probably stop at local maxima instead of finding global maxima.
