Mei's personality is almost non-existing in HI3(her herrscher persona had more role to play than herself in the manga), and she is pretty much a sideline character at the moment, with Bronya and Seele taking all the spotlight. In GGZ she had a lot of screen time, and her back stories are actually told there(how she was bullied in the school, how she learned her Kendo skill and relationship with her father), which was very depressing but also heartwarming at the same time. Mei in HI3 is not happy, if you listen to her interactions on the bridge, she is constantly worrying about Kiana's studies, eating habit/cost, fighting with Bronya, etc. She is more of a nanny than a big sister. Is a shame that the Lighting Empress ended up like this.

Back to Mei, yes, she is concerning about kiana and bronya (as the interaction approved) but that just because she care for them, not depress, and if you want to rewind to GGZ then Kiana actualy help Mei get over her depression (on the first few level)
