Problem is we don't know the context of that statement. Do they mean he can flood the world with tsunamis generated by sea quakes? Do they mean he can target specific faultlines or underground/underwater calderas (like the IRL one under Yellowstone) and set them off? Do they just mean 'world' as in their 'civilization' (a lot of fiction treats the 'end of humanity' as the 'end of the world' even though the Earth doesn't need us)? Or do they mean it literally that he is a potential planet-buster and can crack the entire One Piece world apart? There aren’t actually many people in one piece who could scale to naruto characters. This isn’t an insult, fact is that the creator doesn’t like the power scaling conundrum of having to constantly power up the main character and enemies to allow the story to progress. So he kept his power levels small and made power systems that are flexible enough to allow fights to be one more through creativity and skill rather than pure strength. This is one of the things that lead to one piece standing out from other anime and allowed it to reach the current fame it has today.
Id call Whitebeard one of the best ways Oda worked around power scaling. His real strenght is up to imagination because what we got at Marineford was him at his weakest yet he still stood tall against everything until the end. The top fighters in One Pieace are very much able to stand out in the Naruto-verse but they are kept as legends so far. Only Shanks is truly still in his prime.
tony tony chopper alone has feats that showcase he would quite literally overpower every single tailed beast in a 1v9 situation. even characters like doffy alone who isnt even top 50 in once piece can easily overpower prime madara and hashirama.

Whitebeard has some of the best ap feats in One Piece and that's merely shaking a couple islands, Madara can control the tailed beasts and the tailed beasts can destroy islands easy with their bombs, Toneri from Naruto: The Last was able to split the moon with ease and considering that Toneri is weaker than Naruto and peak Naruto during war arc is stronger than that Naruto cuz he lost his hand and used up the borrowed power from So6P and Madara is equal to Naruto with Ten Tail, if we're using Ten Tail Madara, White Beard gets tossed around by a clone. If it's just Rinnegan Madara, WB would put up a good fight but he gets cleared. Madara has Izanagi/mi I can't remember which one does which, which allows him to revive himself and a fatigued WB would just have to start over essentially, Madara can abuse clones to tire him out, he can put WB under genjutsus which he has 0 resistances to, burn him or slice him. Considering Oden was burning, it's safe to say WB can burn as well. Ain't no haki or shattering the screen looking BS gon save his ass from this ass whooping.

Kishimoto and Oda could come together today and-for goofs and gaffs-make a collab one shot with Usopp defeating the entire Naruto cast through a comedy of errors or Rock Lee utterly decimating every One Piece character and all that logic of who supposedly utterly decimates who just goes out the window. Goku is a nigh all powerful being of unrivaled strength who beats nearly any other Shonen protag in a one v one and people act like there's zero possibility under any circumstance of him losing....and yet he can be killed with a shot to the back from a ray gun. So couldn't master stealth ninja master Naruto hypothetically kill Goku with a very basic attack? Despite that supposedly being an impossible match up? To actually engage with the discussion, I'm just gonna put it out there that, while youre correct that what we've seen from Whitebeard is limited compared to Madara, we have no idea what the upper limits on his DF abilities are. We've never seen him (especially in his prime) once fully exert the destructive capabilities of his DF because (assumedly) the collateral damage is obscene and beyond the scope of what Whitebeard (a generally good guy) wants to destroy. Let say to shake an island it takes 20 measurement of something and WB can shake 10 islands, but he rather than using 20 measurement of something to shake the island, uses 40 thus halving the number of islands he can shake. With the thing I've just established, the scope of your ability has a limit to how much can be demonstrated on a finite field and so maybe Madara's attacks can generate 2000 of something but he can only destroy a city block but WB can only generate 200 but can shake the entire world. See measuring ap precisely and accurately is stupid, but from the feats shown Madara would lose in terms of range as he only summoned a meteor wiping out a field of unknown area with a not super insane number of shinobis. He may have been able to wipe out more shinobis with a single attack but his attack simply wasn't one meant for as large of an aoe and aoe does not mean shit if it doesn't hit hard enough.

If either Oda or Kishimoto actually drew out Whitebeard v Madara in one of the various crossovers, I guarantee you they'd inconsistently powerscale them to make it seem like they were more evenly matched, otherwise why bother even showing the fight? Powerscaling based on feats and categorizing characters into "continent destroyer" and "interplanetary fart buster" is entirely equivalent to Matpat pixel measuring pixelated Bowser to determine Mario's net worth: It's fun as a mental exercise but it's an entirely unserious hypothetical dissecting of the apparent energy values of specific attacks in fictional worlds that constantly ignore the basic laws of physics. If a writer makes a character so powerful that they've written themselves into a corner and have to kill that character by the most contrived circumstance at the hands of one of the weakest characters, then at that point there's no reason to believe the author wouldn't offer up that characters life in a variety of other match ups for the sake of an entertaining fight, even if it meant actively ignoring that characters capabilities. Like just to stress how stupid this all is, there's a metric that-based on the size of some river in Alabasta-that one island in One Piece has a larger surface area than the entire known world in Naruto. I think that claim is absolutely insane and I don't subscribe to it, but if you use genuine powerscaling logic then it's not only true, but suddenly makes Whitebeard's island shaking abilities a lot more impressive than you're leading on. Does Madara stomp Whitebeard if you perform the most objective possible analysis of their capabilities? Yes, probably, but I think that conversation is both absurd and yields no helpful information in actually figuring out how a hypothetical match up written by either of the authors would really look in real life if that work of fiction was really published And how do you know that Whitebeard bumping up the power on his fruit wouldn't drastically increase the strength of the attack at the source even while it ripples and causes mass destruction? That's entirely possible but we lack the demonstrated evidence of what the fruits upper limits are.

Great fight. Giving Rinnegan Madara Kyuubi does allow him to stand a chance. Of his canon appearances, the only version that wins is Juubidara, but TSBs make that pretty onesided, so this is a good compromise.

There aren’t actually many people in one piece who could scale to naruto characters. This isn’t an insult, fact is that the creator doesn’t like the power scaling conundrum of having to constantly power up the main character and enemies to allow the story to progress. So he kept his power levels small and made power systems that are flexible enough to allow fights to be one more through creativity and skill rather than pure strength. This is one of the things that lead to one piece standing out from other anime and allowed it to reach the current fame it has today.
Id call Whitebeard one of the best ways Oda worked around power scaling. His real strenght is up to imagination because what we got at Marineford was him at his weakest yet he still stood tall against everything until the end. The top fighters in One Pieace are very much able to stand out in the Naruto-verse but they are kept as legends so far. Only Shanks is truly still in his prime.

It's not even close. Whitebeard has some of the best ap feats in One Piece and that's merely shaking a couple islands, Madara can control the tailed beasts and the tailed beasts can destroy islands easy with their bombs, Toneri from Naruto: The Last was able to split the moon with ease and considering that Toneri is weaker than Naruto and peak Naruto during war arc is stronger than that Naruto cuz he lost his hand and used up the borrowed power from So6P and Madara is equal to Naruto with Ten Tail, if we're using Ten Tail Madara, White Beard gets tossed around by a clone. If it's just Rinnegan Madara, WB would put up a good fight but he gets cleared. Madara has Izanagi/mi I can't remember which one does which, which allows him to revive himself and a fatigued WB would just have to start over essentially, Madara can abuse clones to tire him out, he can put WB under genjutsus which he has 0 resistances to, burn him or slice him. Considering Oden was burning, it's safe to say WB can burn as well. Ain't no haki or shattering the screen looking BS gon save his ass from this ass whooping.
All that defending and rationalizing for a character that got one shot by Zetsu, a character orders of magnitude weaker than any other relevant character who he should have been able to anticipate with his godlike abilities
Power scaling always plays second fiddle to whatever the writer (or in this case, the animator) thinks will make for an interesting fight. Kishimoto and Oda could come together today and-for goofs and gaffs-make a collab one shot with Usopp defeating the entire Naruto cast through a comedy of errors or Rock Lee utterly decimating every One Piece character and all that logic of who supposedly utterly decimates who just goes out the window.
Goku is a nigh all powerful being of unrivaled strength who beats nearly any other Shonen protag in a one v one and people act like there's zero possibility under any circumstance of him losing....and yet he can be killed with a shot to the back from a ray gun. So couldn't master stealth ninja master Naruto hypothetically kill Goku with a very basic attack? Despite that supposedly being an impossible match up?
To actually engage with the discussion, I'm just gonna put it out there that, while youre correct that what we've seen from Whitebeard is limited compared to Madara, we have no idea what the upper limits on his DF abilities are. We've never seen him (especially in his prime) once fully exert the destructive capabilities of his DF because (assumedly) the collateral damage is obscene and beyond the scope of what Whitebeard (a generally good guy) wants to destroy. Maybe Blackbeard's use of the fruit will prove that Whitebeards abilities could have utterly dwarfed Madara's. Who knows?

That can only piece a small part of a person's body and will not destroy more parts unless if sacrificing power. With that in mind lets just use some random numbers as examples. Let say to shake an island it takes 20 measurement of something and WB can shake 10 islands, but he rather than using 20 measurement of something to shake the island, uses 40 thus halving the number of islands he can shake. With the thing I've just established, the scope of your ability has a limit to how much can be demonstrated on a finite field and so maybe Madara's attacks can generate 2000 of something but he can only destroy a city block but WB can only generate 200 but can shake the entire world. See measuring ap precisely and accurately is stupid, but from the feats shown Madara would lose in terms of range as he only summoned a meteor wiping out a field of unknown area with a not super insane number of shinobis. He may have been able to wipe out more shinobis with a single attack but his attack simply wasn't one meant for as large of an aoe and aoe does not mean shit if it doesn't hit hard enough.
@Minizu4 The idea that this character can get completely bodied for plot convenience is my entire point. Powerscaling based on logic is meaningless because it's completely at the writers whim.
You can spend all the time you want comparing who should win here, but my point is that in any scenario where either of the writers attempts to portray the situation as though it were canon (or a youtube animator wants to animate an epic fight scene for the fun of it), they're immediately discarding whatever logic you thought the fight should abide by in favor of entertaining narrative. If either Oda or Kishimoto actually drew out Whitebeard v Madara in one of the various crossovers, I guarantee you they'd inconsistently powerscale them to make it seem like they were more evenly matched, otherwise why bother even showing the fight?
Powerscaling based on feats and categorizing characters into "continent destroyer" and "interplanetary fart buster" is entirely equivalent to Matpat pixel measuring pixelated Bowser to determine Mario's net worth:
It's fun as a mental exercise but it's an entirely unserious hypothetical dissecting of the apparent energy values of specific attacks in fictional worlds that constantly ignore the basic laws of physics.
If a writer makes a character so powerful that they've written themselves into a corner and have to kill that character by the most contrived circumstance at the hands of one of the weakest characters, then at that point there's no reason to believe the author wouldn't offer up that characters life in a variety of other match ups for the sake of an entertaining fight, even if it meant actively ignoring that characters capabilities.
Like just to stress how stupid this all is, there's a metric that-based on the size of some river in Alabasta-that one island in One Piece has a larger surface area than the entire known world in Naruto. I think that claim is absolutely insane and I don't subscribe to it, but if you use genuine powerscaling logic then it's not only true, but suddenly makes Whitebeard's island shaking abilities a lot more impressive than you're leading on.
Does Madara stomp Whitebeard if you perform the most objective possible analysis of their capabilities? Yes, probably, but I think that conversation is both absurd and yields no helpful information in actually figuring out how a hypothetical match up written by either of the authors would really look in real life if that work of fiction was really published
And how do you know that Whitebeard bumping up the power on his fruit wouldn't drastically increase the strength of the attack at the source even while it ripples and causes mass destruction? That's entirely possible but we lack the demonstrated evidence of what the fruits upper limits are.
