Both are at fault. The Tesla was speeding and did'nt brake (there was time). The pickup cut off the Tesla, either due to not being able to judge the Tesla's high speed, or the Tesla being in the rear view mirror's blind spot, or just plain not looking, or the Tesla was in self-driving mode and its sensors failed to sense the pickup changing lanes and the driver was not paying attention.
