Take it from experience, when me and my family were being conned by Gypsy builders and they put the scaffold up, we contacted Trading Standards, Fraud Prevention and even the Police when we felt threatened, and none of them wanted to know, even though the Police had evidence of fraud. In the end, we had to negotiate with a criminal for the work. I managed to reason why the guy and knock off a few thousand pounds off the six he was asking for the shoddy work that was done. That's still a lot of money, but we had no choice but to pay him off because we we're in fear of our lives.
