3 tanks means 3 families. You have not shown individual distribution to 3 families. Some of the family members may use other tanks water which may create problems. Inlet pipes should connect to all 3 tanks in top by controlling valves, so that water will be distributed equally to all three tanks. One extra pipe should connect all 3 tanks just 1.5 inch below inlet pipe of 1st tank.Overflow should be in 3rd tank .This is best method .
