Revel came out 5 years ago so of course it won’t be optimal in that regard but you’re not really losing anything without the base trait when the other perks give you so much more bang for your buck compared to other cruiser commanders when building for secondaries. I’d say that’s a win
I actually run AL Zara 16/2 with a 16/3 Michel Le Tir (+9.5 % increase to secondary damage) and maxed Hipper. While I ONLY get 9km of damage I shred ships faster, and my SAP from both the mains and the secondaries hit like trucks. Also you can trade your heal for a sonar with like a good duration which I would do to hunt ships. Another alternative you could is to run AL Bismarck instead of Le Tir, but whatever you do pretty much avoid AL Haruna I never run her because her base trait is just min maxing, doesn't buff anything that needs to be buffed( my dispersion and accuracy from the secondaries are excellent already thanks in part to Italian shell ballistics), and is Ultimately way overrated, I'd rather buff their damage, reload speed, or use that inspiration slot to gain advantage in some other area. If you don't have the Premiums I mentioned Sansonetti 16/3, Hipper maxed, and your choice would be good.

I think I am at level 60 in the campaign so far. Lots of grinding on my part so far.
Does Haruna come up every so often to buy or earn? I do not have her as a commander.
