building raw damage will be more valuable than finishing 600g for boots ( most of the time ) We're kinda in a meta where damage gets mitigated easily when ppl buy 1 armor item, so to counter this we must skip boots and spend all our money on damage. cdr boots are still fine to buy if you are building items that dont have cdr ( edge of night, serpents, opportunity, etc ) But going hubris/axiom + lucidity boots is overkill on cdr and you wont get the same value since theres diminishing returns after having 30 cdr
