Actually Doctor who is not omniscience,he is propably nigh-omniscience(with the Vortex AMP) but really he is really just argullably smartest character in fiction in normal scaling(ecxept omniscient character).
Edit 1:chnaged it to time Vortex since i forgot that 8th Doctor actually didnt have the glory its just an AMP from Eserath and deosnt turn you to nigh-omniscient character,thanks the guy below my coment⬇️

@@FlyAchXNo the meaning of Omniscience characters means that they know EVERYTHING and cannot be Outsmarted. Doctor who has a fair share getting outsmarted through the series such as The Master or River Song.He also doesnt know everything since again through the series he has mostly need to investigate/learn alot of monsters before he can counter them and thats just one of the examples.
