If a hard is encountered, one of the options would be using a compressor though advisable if there signs of water because it involves a lot of resources otherwise if there is a possibility of digging a new point and the chances of getting the same rock is less, then a new point can be tried otherwise a machine drilled deep well (weisengineering.com/cost-of-drilling-a-borehole-in-uganda/) may be the last option.
Manual water pumps are available, including drawing water using a pulley system, a hand pump, to mention. Solar water pumping is also available where no need of daily operation costs. Thank you for your comment

You may need to create a sedimentation trap before water enters the pond.

The common diameter is 1.2 meters,
It might be better to increase diameter from the bottom
There is a depth you can reach and breathing become difficult. What do you do in such a situation?

The well is good, but I come up with a better manual pump... Such that some one doesn't continue with endless expenses
