Command ---- 2,d+1,1,N,4,1,1+2 during Tackle
Ultimate Punishment is a move exclusive to Paul Phoenix from Tekken 2 onwards. It is performed during a running tackle or Ultimate Tackle. It is essentially a chain throw combo, starting with three individual punches, with the inputs being 2,d+1,1, with the 4,1,1+2 input being a single move.

I been playing Tekken since PS1 and I play with Paul and never knew about this.

That's because Paul's Ultimate Punishment move wasn't indexed into move list ultil Tekken Tag Tournament 1 for PS2, since then it was included in all the subsequent Tekken games.
I remember i "discovered" this move on my own while expending long afternoons in practice mode in Tekken 2... omg those were good times, when Tekken franchise had one of the best plots of all fighting games :')
