Hello, most of "First French Empire Land" are Puppet States, so they kinda do not count, maybe IF AOH2/AOC2 had a system where you can add puppets for Formables maybe you might get some respect, also i dont think AOC2/AOH2 is getting updated soo you might just use a mod.

Editor>Map editor>scroll down>Formable civilisations>click on the formable civilisation you wanna fix>set provinces>set capital if its wrong>save
Also you can add your own formable civilisations
Editor>Map Editor>Formable civilisations>add a formable civilisation>set provinces>set capital>chose reformable country> set countries that can reform it>save
