So USSR just shrugged and surrendered despite holding Kazan, Astrakhan, Stalingrad, Gorky and Syktyvkar.
In any normal game USSR will still have 5-10% surrender progress left after Vladivostok and Stalingrad falls and here they just quit with no movement on the Frontline...?

Well, AI can use agencies, the Germans could've had a collaboration government. There was movement on the frontline. They had lost Stalingrad before losing Vladivostok. Losing both Stalingrad and Vladivostok combined with a collaboration government leads me to believe that they surrendered about as expected.
