He never has. In life, he picked up a random sword and claimed it as Excalibur. But he has genuine adoration towards King Arthur that it was engraved in his Spirit Origin, it carried over into his legend and this become his ability as a Servant. He can claim anything as Excalibur. Obviously it's nothing compared to the original, though...

I could argue he wouldn't even rank in most historians top 5 most famous English rulers. And he brings an even bigger problem in that even though he is relatively obscure, F/SF needs to POWERCREEP him to make him relevant against other Servants in that setting. For example his speed? Taken right out of the ass. And honestly it's insulting to other nation's kings and warriorrs. Cu is super famous and gets wrecked by Gilgamesh but Richard I who doesn't have even half of his fame can compete with the likes of him like Enkidu.
Seeing Richard's animation here makes me hoping for Proto Arthur animation renewal to come in 2025
