It might have been part of a gym/locker room or some such thing and part of the building was remodeled into a different purpose. They might not have wanted to bother remodeling that section (or couldn't get the funding) so they just left the sinks in place.
Why nobody's calling the cops telling them ''the wind is walking on our property, trespassing, causing criminal damage", so cops can come, chokehold and shoot the wind, shouting "stop resisting! shots fired shots fired"?
Why wouldn't we spend money early warning systems? It's not like much could stand up to a tornado. We spend plenty on earthquake proofing buildings. I'm sure if "tornado proofing" was possible it would be done.
