The process is the same although you can also use a jig made for it, just colder temperature, also best to always heat treat the steel used depending on what you use. I've see a lot of people use small chisels welded to a tool that they could put into the anvil to get the smaller diameter line hole much easier. Or they use the older method for it either a tie on flattening out the end that goes onto the line or they put a pin hole just big enough for the line to go through after flattening it out. And that large hook would be great for larger catfish and strippers, but could also be used for saltwater fishing, but better to use stainless for that as over time the saltwater would eat away at carbon steel.
For this I just use mild steel. I’d imagine It would be better out of a higher carbon steel though. As for sourcing some look up your local steel supplier.

To harden fish hooks it maybe better to use a propane torch, it's less heat that's better than the high heat of a coal forge.
Smaller is a challenge mate. You're anvil is pretty square. It helps
