Almost accurate, except Sukuna didn't chant anything. He used a binding vow to auto summon the slash, which is why Gojo was caught off guard.
Though I do find it odd that GaeGae didn't explain that Sukuna used a binding vow in the chapter and instead told it later, I believe he actually had no idea how he was going to explain it, but saw thousands of comments saying that it only makes sense if it's a binding vow, so he went with that.
