it's not true. You must use your time and make your position harder as possible and try not to make changes. Then you don't use your time, it's the same as you have 30 seconds too.
It's amazing that Magnus has already seen the pawn structure maybe 5 moves later. He knew that he can stop those 2 pawns before reaching the back rank and he analyzed that in a few milliseconds. Such an amazing calculating speed.
