I had the same problem. What I tried which worked well is I took a spray bottle of hot water and sprayed the floor. Let it set for 5-10 minutes then used a multi tool with a scraping blade to get it off. Worked without the damage but still did not remove all of the paper. I would say 90%
It was banned in the 80s, but lots of suppliers continued selling the rest of their flooring stock well into the mid 80s. This is most likely asbestos. Which is no joke. It doesn’t just affect the person working but anyone else in the house. The fibres can stay airborne for months-years. I’d hate for my kids to have lung cancer when they’re 25.
