Fernando Poe is not really a good actor. Since he started acting, until his last movie, he played only one single role. This role is his character himself, hence he does not need to be acting. He wasn't tested on other roles that is far different from the roles he worked on, like being gay, big time bad guy, street guy, a corrupt lawyer, a doctor and so on and on. You can't really tell if he is good in playing other roles than the single role he did all through his career.
that's why he became popular because he doesn't need to be acting such as you have spoken. All he needed to do was to be himself that's why people loves him.
