I think it is that part of the world, not just India. Lanes are just guidelines that you might want to follow, don't be strict about them :D. The worst is the donkey carts coming in the opposite direction to you on your lane when you are in the fast lane.

A person in front of you can decide to stop suddenly or take a right, left, U turn without any indication. Jaywalking is a regular phenomenon. I didn't even know jaywalking was a thing. Until I read this particular phrase in Archies comics.
