It's difficult to recover after hurricanes. They do so much damage to so many areas. If the areas have difficult terrain and are remote, it takes time to get to people. Sad to say, that is the reality. Its much easier to clear flat coastal areas and reach people. I've been through several hurricanes. One was Hugo in Culebra. There were winds of 220 mph. Drinking water and food were a problem. The US Navy eventually set up ships offshore that brought water to residents. It takes time.
