It's not a "double" Kovacs, it's a Kovacs with an additional flip, AKA 3 flips. A "double" Kovacs would be four flips, since a regular Kovacs is 3 flips.
Drumev has a good level on rod floor but compared to the tricks in this video, it's not the same level : triple layout, quad back, std back back to triple, thriller, ... Drumev clearly does not compete
