The easiest and fastest way to fix this problem is by watching pro vods. The issue that you have stems from not having a plan of what you’re gonna do before the round starts, so you make it up on the fly. Find a pro player and watch vods from them on each map and try to copy what they do. Their setups, the way they hold sites, all that. And once you start to have a game plan on how to play the map you wont be nearly as indecisive anymore. Hope this helps man.
Prolly dont play neon until you have a good grasp of the game. Dont push on defense needlessly, hold site, dont push with an op (dont op with neon at all tbh), use stun if u gonna go in or save someone, smoke to make space, practice jump peeking with e, learn to sit still.

Like I haven't been playing much recently, but yesterday I caught myself being backsite A main Icebox behind a viper wall while the enemies were exec'ing (and my team was like 3 mid 1 B)... I felt like their jett or someone was going to wrap around and fight me (and I hate being in the corner by that box under rafters so for whatever reason my brain says let's swing thru the viper wall into like 3 people because they'd never expect that right? For me I'm usually not doing that (at least when I'm playing consistently), but it seems like he just doesn't have any real sense of what's going on and just trying to be vaguely "tricky" by trying to be in weird places fast because he's Neon and that's what Neons do? He does kinda switch it up sometimes between like flanking starting mid or flanking starting A or inting I mean flanking starting B... Maybe he just really thinks as Neon he should flank/push every single round and tries to switch up location of the flank and thinks they won't expect it?

I think region matters. Thus strat won’t work in Mumbai servers where nearly every decent player has cracked aim and only new ones to fps can’t aim. If everyone has aim relative to yours you can’t rank up that fast
I think this guy autopilots and never thinks about consequences or risk to reward of his actions. I've seen so many people including myself if I'm tired etc. make similar mistakes from subconscious decision making. I don't think he's that bad if he thinks before he does things because his mechs are mostly decent and he knows the basics from close to 1000hrs of playtime he just needs to implement them or make gameplans / flowcharts.
