The army helicopter doesn't only appear in the Army Base (Fort Baxter Air Base), but also on a helipad in Ocean Beach (near Ocean Heights Apartment) after competing the final storyline mission - "Keep Your Friends Close..." Although collecting all hidden packages to unlock the helicopter at Army Base is optional.

I always thought it was just a prop like the white planes in the airport, until one day I was shot down and pinned down in the tent fighting the soldiers and fought my way through to the chopper to use as a shield, omg to my surprise that it was an actual playable craft wow. So I got in it and we'll escaped the walls of the base as it caught on fire. And had to bail hahahaha fun times.
The way I got the Apache was to take a civilian Jet Ranger from the mansion and fly it to the army base, where I would crash land it next to the Apache and run over to jump in. I didn't know there was a way to get in on foot. Also, I was always being shot at while doing this. Once I got the Apache I was chased by police helicopters, which I would sometimes shoot down.

If you collect all 100 packages at the beginning of the game it will spawn at the military base but if you want it in the heli pad next to Lance's house you have to complete all story missions/ that's if you have already found the packages at the beginning then finish the storyline

Make a video that i am say : how to get wheels in boat or helicopter in gta vice city . All of to do that take a helicopter or a boat and park it inside the pay 'n' spray you can see that the helicopter or boat have wheels on it :)
i didn't find any easy way out of it ..... some roads are totally blocked in gta vice city the remastered one android version which is available on Play Store app .
