In the 1880's during the small pox epidemic parents were criminally charged and faced permanently losing their kids for failing to vaccinate them. In the 1917_1919 flu epidemic you were arrested and/or fined if caught outdoors without a mask. History would dictate the federal and provincial measures taken were far less draconian than the past.
