FOUND IT!! Thanks for pointing out the fender was in a box that looked like packaging. Good thing it wasn't trash day yet, now I can contact Lectric and have them cancel the replacement.

I have found the best way to install the front wheel is to remove the battery and flip the bike upside down. I have a pair of "handlebar jacks" to assist.
