I think it can be meaningful, not the biggest buffs at all but running Conqueror Qiyana and taking longer fights with W max (2nd) might actually work now. I'm going to experiment with a bruiser esque build and see how it goes. I would've liked a little more max hp but can't really complain about more hp regen.
