i would say all of linux based OSs are good. But if you want to prioritize them, i would say CentOS and Ubuntu.

cant create a docker group

which error do you get? if you have installed docker, the group must be there . The command adds only your user to the docker group

Same error is happening again and again. It does not give an error while creating
Group but says add to group while again executing minikube start --driver docker
