I finally got my copy and my concerns about the fiddly impluse maneuver tools were confirmed. It's very clunky and fiddly, but after giving it some thought and looking for a solution I realized that there is absolutely no need to slide the ruler under the turning tool.
You simply use the turning tool to pivot the ship base around it the desired number of notches and then measure distance from the opposite side of the base as if you were moving at warp. This works for all impulse maneuvering and completely bypasses the silly sliding of the ruler under the turning tool.
That... actually sounds like a good idea! You'll catch us in the next episode with a forward impulse manuever (no turning) doing exactly that...
I double checked, a ship winds up in the exact same position using my method, minus all the nudging and fiddling.

This is an excellent video. A ship can move up to double the warp factor in Inches. (Warp factor 9 = up to 18" of movement)
Could you help identify where the the need to fully cross the system border is? I do not see it in my rulebooks.
Our current interpretation is based on page 14, under "Systems." "Areas: A system is a circular area extending around a system center marker... If any part of a unit's base overlaps any part of the system, that unit is in the system." Also on page 14 is the rule specific to Boundaries and Impulse, which has a provision for being partially in a system (you reference this).
On page 18, the reference is specific to being out of the sector which is defined as the 3' x 3' play area pg 94 Additional Rules. I know an FAQ / Clarification guide will be out soon from WizKids, this may have more information.

@@IONRadio You are correct, my apologies. I miss read that part on page 18 and just reread it. I mixed up sector and system in my head. Thank you for correcting my mistake.
No worries. Thank you for checking, as this helps us learn the rules better as well. The game is still new and there is a lot of nuance to the rules. We have been running things by WizKids, but it is always possible we collectively missed some things.
Prime example: We know of a minor error in our first episode - no impact to the game, but we caught it in post-production and highlight that in-game.
