Kimura isn't on the same level of Izuku, just able to keep up with his shenanigans. Remember, he didn't use his Infinity in this fight at all, that's almost half of his techniques gone. His Blue orbs alone can hinder her quirk no problem, he was just analysing Kimura's strength to learn more from that experience
