I think a lot of the Power Instinct games were balanced by making inputs for combos/really strong moves difficult to execute but that only works if the person you're playing is a human.

It reminds me the days I spent exploring the depths of the Mame library. I spent half of my life in the arcades spending quarter after quarter, but after their death (around 2002 where I live) Mame was my only way of playing arcade games and finding stuff I never even saw was like digging for treasure. And yet, I've never saw this game ever before.

Power Instinct is an underrated series. Is one of the, if not THE first fighting game with a double jump mechanic. Also included dashing, increasing mobility. Oh, and the back dash actually makes you invulnerable, similar to the back rolling in King of Fighters.
Gotta love how Justin reacted to Otane's entry in the game at the last minute to tell the players I'm the real boss (after being the main character in the 1st game... and just like the 1st game, she's a pallete swap of Oume, in the 1st game Oume has the better priorities while Otane is the one with said priorities in the 2nd game), Justin should give a try to Gogetsuji (Power Instinct) Legends, Groove on Fight, Matrimelee, it's update and the 5th game as well.
If given a chance, Power Instinct is a weirdly great game series...to the point where I'd actually call Matrimelee the WORST entry in the series (stiff controls, very few backgrounds, lacklustre sprites and animation) but sadly people THINK it's the best because it's the only one they played (one of the last NeoGeo games so it attracted a lot of attention). For the record the PS2 version of Matrimelee is MUCH better. If you ever play Power Instinct Legends (essentially a rebalanced Power Instinct 2), PLEASE play the Japanese version. They cut the vocals out of the US release. But yeah I think Power Instinct laid the groundwork for the anime fighter genre in terms of its particular feel: fast, combo-y, with a lot of air movement due to double jumps and it was very early on all of this.
I can't say much about OG Matrimelee (I didn't really play this one much, compared to PI2 and Legends), but I agree it's Ps2 update was better, I only remember that I loved to play as Clara (Kurara) a lot and with my friends they hated when I was able to pull the Super Clara transformation in PI2 (and following that trashing them), however now I'm rusty and I had to learn how to play it again, and yeah, is a shame Legends got the vocals axed in the non JPN release. Edit: The JPN only Ps1 port of PI2 has a slim version of Legends as a VS mode only.
You should try Sega's Golden Axe: The Duel from 1995. Came out in Arcades and also has a very solid port for Saturn. Nearly forgotten today but it has some fun jank and still looks great.

There’s one thing I’ve been wondering: have you played Dark Edge by Sega? I believe it was Arcade only, but you actually fight in a semi-3D plane with 2D sprites. It’s actually worth a look at just for that reason alone. It’s bizarre for sure, but an interesting step in the move to 3D fighters.
At first I didn't like it, played the 1st game not much, but PI2 was the one that introduced me more in the series (while I haven't played much Matrimelee or the later games... just like with PI1 and Groove on Fight) and was a game that I always tried to play on the arcades back in the day, I also got lucky to play the Clara's (Kurara) spin-off once in the arcades that somehow they managed to import it, at least nowdays I have an easier time playing the games, but I have to practice again as I'm really rusty.
