Coming from someone in a poly relationship, no it does not count as incest. For it to count as incest the siblings would have to actually date and do stuff a couple would do, or even do stuff like that without being together.
As for this, a polyamorous relationship could mean one person is with a guy and that person was also with a girl, the guy and the girl would not date they just like the same person and are fine with the person being with both of them.

I don't think it counts as a poly relationship since they are not all together, it's more so an open relationship. I Personally don't supported these kind of relationships. Why a sibling would want to touch someone who has also been recently touched by their sibling is beyond me. I don't disrespect anyone who is in a open relationship like this or ships these kind of relationships but still... eeeeewww find somebody else, there's more fish in the sea than sharing with your sibling.
