I feel it’s because RWBY fits better as a more light-hearted and less serious series, and the recent volumes are going down the darker more serious tone. Chibi is naturally on the lighter side, and without the need for a darker story it lets the characters have a little more time and fun. I personally think the characters work better in this setting than the main show.

Regardless, the more Cinder fails this early on, the more likely it becomes that she succeeds during later, more significant points in the story. It'll be fun to watch her make her move.
