The reason he scored so many of these is that he could kick the ball in such a way that it would not spin at all in the air. And because of that, the ball would chaotically twitch left-right-up-down while flying towards the goal which made it impossible for keepers to predict where the ball would go. That's why it often looked like going left and actually going right or look like it would go over the goal and then suddenly dip.
For the record, that "cross" goal he scored was there in the US. during 1994 world cup. He brought his country to heights in the world cup no one would've even dreamed of. Crazy run Hagi's Romania's team had in that US world cup. All thanks to his genius.
