Inner Mongolian Autonomous District is a province-level administrative area in China with population near 20 millions, 8 times as that of the Outer Mongol, i.e. the Mongol as a nation, the GDP per capital being 4 times as that of Outer Mongol. Therefore, most work of preserving and developing Mongolian arts and culture is done by Inner Mongol.
If you take a look at the current traditions of morin khuur in the Mongolian Republic, you'll notice that they've not only done a better job of perserving their music and instruments, but modernizing them as well, so they're less likely to die off, and more likely to spread.
