They are only on certain days so unlike most of the other collectibles you need to actually search for them on days they'll be there. Like for this weekend specific ones there are 3 cards 2 at dusk/daytime in city Z and one only at daytime. One is from a police officer at the police station, another is at the island (the middle of the road area with people/park seats) from the guy named Guy in love. The third one is from a girl only at daytime called Girl Wanting desert who is at the ice cream shop before the police station. As far as Friday goes I don't think there are any at least not any that I've found. There are other ones independent of whichever day it is (v4van has made a previous video for them I believe).
I don't know why but I can't investigate Tatsumaki, even though I've encountered it many times... going in and out of the arcade but still can't investigate

If you play on mobile try clear cache/relaunch the game(PC), If still nothing try again later, wait until night again, If still nothing report it as a bug to costumer service.. In daily touring you only just find them and talk to the hero
