HR 218 was first introduced by former Congressman Randy "Duke" Cunningham on January 4th, 1995 in the 104th Congress. It took several tries to get it to become Public Law. Finally Preparation Bush signed it into law on July 22, 2004.....
You forgot to mention that the retiree has to meet a firearms qualification yearly by a qualified agency. They need to be issued a photo ID indicating the successful qualification. (4) during the most recent 12-month period, has met, at the expense of the individual, the standards for qualification in firearms training for active law enforcement officers, as determined by the former agency of the individual, the State in which the individual resides or, if the State has not established such standards, either a law enforcement agency within the State in which the individual resides or the standards used by a certified firearms instructor that is qualified to conduct a firearms qualification test for active duty officers within that State;
The AZ LEOSA Qualification card doesn't have a photo on it. Unfortunatel, itit has a roadrunner on it. Geez the state bird of AZ is the Cactus Wren. The Roadrunner is the state bird of New Mexico. The cost of the LEOSA qualification is $20 in AZ.
I believe that while there are no requirements to have a concealed carry permit, due to the many different legal requirements of each state or even at local jurisdictions, it doesn't hurt to obtain a concealed carry permit for your own added protection due to the lack of understanding regarding HR218 by many LEOs and prosecutors. Depending on where you are, that CCW could mean the difference between spending a night in jail rather than in the comfort of your own bed.
