some of us use Win7 which does not support Python 3.12 but only 3.8. Upon installing V3.8 and running the python3 --version, system responded with "python is not recognized as an internal or external command"

Why did u choose 3.12 version instead of the latest version?
After typing python --version in the command line, I uninstalled the version because it was old and installed a new one, now when I type python version in the command line, it gives an error :( I tried path solutions but it didn't work :(

No, not really. Unless you are working as a professional, you dont really need the Pycharm. I tried it wthout Pycharm and it works just as fine for me as a student.
